Discussion of assignment parameters

Recall that we have introduced the changeability status of a carrier. If a scenario and a corresponding frequency assignment are given, the changeability states of the carriers are not yet specified. We supply the changeability status of a carrier together with the assigned channel, i.e., we combine the assigned channel and the changeability status for each carrier and list this data jointly in the assignment-file. This approach is debatable--in particular, when considering to save new frequency assignments. The two major reasons for choosing this approach anyway are:

1.
pairing the assigned channel and the changeability status does not lead to a substantial increase in file size;
2.
we avoid having a third file type for changeability information. (Including the changeability information into the scenario-format has fewer merits than the proposed combination.)

There are two blocks of information to be included in the proposed format. One block has to contain general information, another one has to contain the actual assignment combined with the changeability states. More precisely, the following fields are included into the assignment-format. As in the discussion of the scenario-format, optional information is marked by asterisks.
